The stakes are high as all 140 spots in the legislature are up for grabs this fall, with control of both the Senate and House of Delegates on the line. Incumbents were legally prevented from fundraising during January and February while the General Assembly was in session, but now the campaign cash is flowing like the wine at the Richmond Wine Festival.
